OTS confirms Whiting to stand down

The Office of Tax Simplification (OTS) has said it will now be publishing its corporation tax computation review later in March, after the spring Budget, and has also confirmed that Paul Morton will formally take over as tax director from John Whiting next month

In an update letter to the Chancellor, Whiting and OTS chair Angela White said the independent scrutiny body had originally planned to deliver its final report on corporation tax before the next Budget. It has been working on this since May 2016.

They write: ‘However, following discussions with HMRC and the Treasury, not least as regards the interactions with work on Making Tax Digital for companies, we are now targeting publication in the second half of March. We hope this change will also fit with the move to the Autumn Budget being the main fiscal event of the year.’

Whilst he will stand down as tax director on 1 March, Whiting says he will continue to oversee the work on corporation tax until that review is published.

Work on the independent body’s VAT project is said to be progressing well, and the OTS plans to publish an interim report and call for evidence on VAT prior to the Spring Budget, as well as a paper and call for evidence for a review on reforming stamp duty on paper transactions.
